The Department of Military-Mobilization Training, Civil Defense, and Emergency Situations (MMT, CD, and ES) is a structural unit of the South Kazakhstan Medical Academy and is part of the Administrative and Economic Department.
The department operates in accordance with the Law of the Republic of Kazakhstan "On Civil Protection" as well as regulatory legal acts such as government resolutions, ministerial orders, including those of the Ministry of Internal Affairs and the Ministry of Emergency Situations.
The department's staff is guided in their work by regulatory legal acts in the field of civil defense and emergencies of the Republic of Kazakhstan, by orders of the rector, and by other regulatory documents of the academy.
MAIN TASKS OF THE MMT, CD, AND ES DEPARTMENT
The main tasks of the department are:
· Planning, organizing, and controlling the implementation of measures for the academy's transition from peacetime to wartime and for protecting employees from natural and man-made emergencies;
· Developing the Civil Defense Plan for SKMA and other regulatory documents related to civil defense, and ensuring their timely updates;
· Forming, equipping, training, and maintaining the readiness of SKMA civil defense rescue services;
· Maintaining the readiness of communication and alert systems;
· Organizing the provision of collective and individual protective equipment for academy staff;
· Organizing and conducting civil defense lessons and drills at SKMA;
· Monitoring the constant readiness of SKMA civil defense protective structures;
· Organizing the notification of SKMA employees about sudden enemy attacks and threats arising during peacetime and wartime emergencies;
· Organizing the accumulation, renewal, and storage of individual protective equipment, radiation and chemical reconnaissance devices, dosimetry control equipment, and other civil defense assets at SKMA in accordance with equipment standards;
· Developing measures to counter terrorism.
FUNCTIONS OF THE MMT, CD, AND ES DEPARTMENT
In accordance with its assigned tasks, the MMT, CD, and ES Department performs the following functions:
· Planning, organizing, and controlling activities in all areas related to civil defense and emergency protection within the organization;
· Developing and timely updating the SKMA Civil Defense Plan and the Emergency Prevention and Response Plan;
· Monitoring compliance with civil defense and emergency regulations and plans;
· Promptly informing the academy’s leadership and the higher civil defense authority about threats and the progress of emergency response at SKMA;
· Organizing the notification of academy personnel about emergencies;
· Organizing and monitoring the acquisition, use, storage, and distribution of personal protective equipment, radiation and chemical reconnaissance devices, dosimetry control equipment, and other civil defense and emergency property;
· Monitoring the readiness of technical alert and communication systems, and the equipment of SKMA’s civil defense command posts;
· Planning and conducting civil defense and emergency drills and training;
· Cooperating with regional and departmental civil defense and emergency systems;
· Coordinating the activities of the organization's evacuation commission, the SKMA operational sustainability commission, and the commission for emergency prevention and response and fire safety;
· Participating in the planning and organization of the evacuation of SKMA personnel and material assets during wartime and emergency conditions.
