Attention to Students Studying under State Educational Grants and Rural Quotas!

Dear students and graduates!

In accordance with Article 47 of the Law of the Republic of Kazakhstan “On Education” and Order No. 403 dated August 11, 2023, issued by the Acting Minister of Science and Higher Education of the Republic of Kazakhstan “On approval of the Rules for assignment to employment, reimbursement of budget expenditures, granting the right to independent employment, exemption or termination of the obligation to work off by citizens of the Republic of Kazakhstan educated under the state educational order,” graduates who studied under the state educational grant are required to complete mandatory employment service.

According to this Order:
• graduates educated under the state educational grant are required to work for at least 3 years;
• mandatory employment service may be completed in both public and licensed private organizations;
• maternity leave, continuation of studies, and military service temporarily suspend the obligation in accordance with legislation;
• information regarding employment and labor activity is registered in the information system of the Financial Center JSC.

The distribution of graduates educated under the state educational grant and rural quota, as well as determination of categories exempt from mandatory employment service, is carried out by the Graduate Distribution Commission.
The Commission operates in accordance with the Law of the Republic of Kazakhstan “On Education,” regulatory legal acts of the Ministry of Science and Higher Education of the Republic of Kazakhstan, and internal regulations of the university.

The Commission includes representatives of: the Department of Science and Human Resources of the Ministry of Health of the Republic of Kazakhstan, Financial Center JSC, Salidat Kairbekova National Scientific Center for Healthcare Development, regional health departments, university administration and Head of the Career Center.

1. What is the duration of mandatory employment service under the state educational grant?
According to Article 47 of the Law “On Education” and Order No. 403 of the Ministry of Science and Higher Education of the Republic of Kazakhstan, graduates educated under the state educational grant are required to complete mandatory employment service for at least 3 years.

2. What restrictions or conditions apply during the mandatory employment period?
Exemption or postponement from compulsory work is considered by the graduate assignment commission in the following cases::
• persons in the absence of vacancies in the locality at the place of residence, work or service of the spouse;
• persons with disabilities of the first or second group;
• pregnant women, persons who have and independently raise a child (children) under the age of three;
• persons who are recipients of state benefits paid to the mother or father, adoptive parent, or guardian raising a child with a disability;
• persons who have enrolled and completed their residency studies on the basis of a state educational order, master's degree, doctoral degree;
• citizens in cases of signing a contract for military service and compliance with its terms;
• citizens who have completed the prescribed period of military service upon conscription (with the exception of military training);
• persons who are recipients of state benefits, caring for a person with a disability of group 1.

*Persons who have entered and completed their residency (residency), master's, postgraduate, and doctoral studies in foreign educational organizations are granted a deferral for the duration of their studies.

3. Is it allowed to complete mandatory employment service in private organizations?
According to Order No. 403 of the Ministry of Science and Higher Education of the Republic of Kazakhstan, mandatory employment service may be completed in both public and licensed private medical organizations, provided that employment is officially registered and corresponds to the graduate’s specialty.
